Ron Pollock
Executive Director

Before joining ACDA, Mr. Pollock’s 30 year real estate career included ownership of two successful full service real estate companies, a mortgage company, two property management companies and a real estate development company.

Mr. Pollock joined ACDA in 2007 and is responsible for all facets of the operation including the Parking Services, Development and Finance departments of ACDA.

Mr. Pollock grew up in Anchorage, Alaska graduating from West High in 1968.  He then attended the University of Idaho before transferring to Chapman University graduating in 1973.

Mr. Pollock is also currently serving on the Board of Directors for Habit for Humanity and BidSync, an internet based e-procurement company based in Utah.


Sue Lukens
Development Director

Sue Lukens joined ACDA as Development Director in November 2007.  She is responsible, with approval of the Executive Director, for planning, directing and coordinating of development activities of ACDA.  She participates in property development, financial planning and initiating strategies to acquire and promote projects for ACDA.

Prior to coming to ACDA Sue was a licensed realtor for 25 years, specializing in the sale and leasing of office buildings, multi-family residential and retail properties, as well as the sale and development of land.  She worked for a private non-profit corporation where she was involved with the purchase and financing of 1,000 units of affordable housing and new construction of 88 additional units.

Sue has served on the Girdwood Volunteer Fire Department as an EMT III for 11 years and is a current member of the Building Owners and Managers Association.


Rick Onstott
Parking Director

Rick Onstott serves Anchorage Community Development Authority (ACDA) as the Parking Director.  Mr. Onstott joined ACDA in 2006 and is responsible for managing the Parking Services departments which includes the administrative and customer & parking service representatives, maintenance, custodial and security crew.

Before joining ACDA, Mr. Onstott began his 23 year working career with FedEx Express which included managerial assignments in Colorado, Wisconsin and Alaska. 

Since joining ACDA in 2006, Rick has led the Parking Services department to several key accomplishments including, installation of electronic pay stations in surface parking lots, automated pay stations in parking garages, and the introduction of the “ParkCARD” which enables the customer to pay on-street meters with a microchip style “debit card”.

Mr. Onstott has earned a Bachelor of Arts Degree in 1981 from St. Mary of the Plains College, in Dodge City, Kansas, majoring in secondary education with a Minor in Political Science.

Mr. Onstott is a member of the National Parking Association, International Parking Institute and the Pacific Intermountain Parking & Transportation Association (PIPTA).


Healia Palmer
Chief Financial Officer
Healia Palmer serves Anchorage Community Development Authority (ACDA) as the Chief Financial Officer and is responsible for all revenue reporting requirements of the agency.

Ms. Palmer has 15 years of experience in all aspects of accounting in government and not-for-profit agencies.  She has managed accounting departments, IT services and has been responsible for annual audits, budget development and monthly financial reporting.

Ms. Palmer holds a Bachelor of Business Administration in Accounting from the University of Portland, Portland, Oregon and a Masters in Technology Management from the University of Phoenix, Hillsboro, Oregon.

Ms. Palmer is currently a member of the Northwest Parking Association.

Demetric Tuggle
Parking Services Manager

Demetric Tuggle serves Anchorage Community Development Authority (ACDA) as the Parking Services Manager.  Ms. Tuggle joined ACDA in 1997 and is responsible for supervising the parking services representatives of the parking garages and lots.

Ms. Tuggle attended Bartlett High School and received the Governor’s WorkStar Employee of the Year Award in 2000 from the Mayor of Anchorage.

Ms. Tuggle has received numerous training in parking management and is a member of the Northwest Parking Association.

Mike Kennard
Facilities Manager
Mike Kennard serves Anchorage Community Development Authority (ACDA) as the Facilities Manager.  Mr. Kennard joined ACDA in 2006 and brings over 20 years of experience in the facility maintenance field.  Mr. Kennard is responsible for overseeing the maintenance and custodial departments of ACDA which involves 4 parking garages and 11 surface parking lots.

Before joining ACDA, Mr. Kennard began his career in the US Navy where he attended Machinist Mate “A” school.  After being released from active duty, he then worked for various organizations as facility manager for the County of San Diego, Nevada Rural Housing Authority and Western Nevada College.

Mr. Kennard has an Associate Degree in “Supervision” from Palomar College in Southern California and in “General Studies” from Western Nevada Community College and is also a member of the Northwest Parking Association.

Scott Willis
Operations Manager
Scott started at ACDA in November 2009 as Operations Manager and leads our Customer Service Department for Parking Services.  Scott is a lifelong Alaskan, with twenty years of experience in the transportation field.  Prior to joining the ACDA team, Scott was an Operations Manager with FedEx Express at the Anchorage Regional Hub.  He has also been very active as a member of the Alaska Trucking Assocation's board of directors and the driving force behind building the Annual State of Alaska Truck Driving Championship.

Scott brings many years of experience in the customer service arena with a focus on building efficient, streamlined processes with a "people first" philosophy.
